Born in Myanmar (Burma), Mimi Hall grew up facing hardships such as limited resources, rationed food, and military rule—experiences that inspired her lifelong commitment to equity, humanity, and service. Now elected to the Plumas County Board of Supervisors, Hall continues her decades-long dedication to improving health and serving rural communities.

With over 25 years as a county health and human services leader in California, Hall served in Plumas, Sierra, Yolo, and Santa Cruz counties. She has also served as president of the County Health Executives Association of California (CHEAC) and contributed to national and state organizations such as the National Association of City and County Health Officials, the Robert Wood Johnson Foundation and the California State Association of Counties.

After retiring from county service, Hall founded the Pajaro Valley Healthcare District Project, leading legislative efforts to create a new healthcare district, raise $67 million, and save Watsonville Community Hospital from bankruptcy, ensuring critical healthcare access for the community.

Hall and her husband Thom, raised three children in Quincy and deeply appreciate the connection and sense of community in Plumas County.
