Sierra Regional Emergency Medical Services is dedicated to safeguarding the health and well-being of residents of the Northern Sierra and Northeastern California regions. Through clinical excellence, rapid response, and a commitment to compassionate care, we ensure our neighbors receive dependable emergency medical services in their time of need.
Sierra Regional Emergency Medical Services (SREMS) was established in 2026 by Plumas District Hospital in Quincy, California to provide high quality EMS care to rural communities in the Northern Sierra and Northeastern California.
SREMS was formed after Lassen County’s ambulance provider, SEMSA, ceased operations in 2026. Plumas District Hospital stepped in to provide interim coverage, expanding its long standing EMS program that began in 1975. For more than 50 years, Plumas District Hospital has delivered continuous emergency medical services to the region, evolving into a recognized model for rural EMS. The SREMS leadership team brings more than 120 years of combined ground and air medical experience.
Today, SREMS provides advanced EMS throughout Plumas County and leads several rural healthcare initiatives, including:
SREMS also operates the CAMTS accredited SEMSA Air program, originally launched in 2015 in Susanville and expanded in 2017 to Adin. Beginning in 2026, SREMS assumed operation of the program to ensure continued access to critical air medical transport across Northern California and Northern Nevada.
SREMS partners with Air Methods for aviation operations, pilots, and maintenance. The program operates two Bell 407 medical helicopters, each staffed by a critical care flight nurse, a critical care flight paramedic, and an experienced EMS pilot.
Through its integrated ground and air programs, SREMS is developing a sustainable rural EMS model tailored to communities underserved by traditional reimbursement systems.
Expanding Emergency Care in Lassen County Plumas District Hospital (PDH), in coordination with regional partners, has announced the formation of Sierra Regional EMS—a new ambulance service organization designed to support high-quality emergency medical care throughout Lassen County.
What This Means for Our Community As part of this initiative, PDH, alongside its partners, anticipates assuming responsibility for ground ambulance operations currently provided by Sierra Medical Services Alliance (SEMSA), effective July 1, 2026. This transition will:

Looking Ahead
In alignment with this effort, Plumas District Hospital intends to respond to the anticipated revised Request for Proposals (RFP) and submit a bid to serve as the exclusive Advanced Life Support (ALS) provider for the Lassen County Exclusive Operating Area (EOA).
Continued Air Ambulance Services
PDH will continue its partnership with Air Methods to staff and operate air ambulance bases in Susanville and Adin, ensuring uninterrupted access to critical air medical transport for rural and frontier communities.
