Healthcare Districts are public entities that provide community-based health care services to residents throughout the state. They respond to the needs in their District by providing a range of services, which may include a hospital, clinic, skilled nursing facility or emergency medical services; as well as education and wellness programs. Each of California's Healthcare Districts is governed by a locally elected Board of Trustees who are directly accountable to the communities they serve. Directors: The Plumas Hospital District has a five-member Board of Directors, each of whom shall be a registered voter residing in the District. Directors must run for election and are elected by the residents of the District. The term once elected is for four years; there is no limit to the number of terms. Terms shall be staggered such that two (2) Directors shall be elected in years evenly divisible by four, and three (3) Directors shall be elected in alternating even-numbered years.
Resignation and Removal: Any Director may resign effective upon giving written notice to the President, the Secretary, or the Board, unless the notice specifies a later time for the effectiveness of such resignation. The term of any Director shall expire if the Director is absent from three consecutive regular meetings or from three of any five consecutive meetings of the Board and if the Board by resolution declares that a vacancy exists on the Board, except when prevented by sickness, or when absent with permission required by law. All or any of the Directors may be recalled at any time by the voters following the recall procedure set forth in Division 16 of the Elections Code. A Director shall cease to hold Committee membership upon ceasing to be a Board member.
Vacancies: Unless otherwise specified by law, when a vacancy occurs on the Board of Directors, the remaining Directors shall fill any vacancy by appointment.
The Board of Trustees of Plumas Healthcare District are elected by district constituents. All meetings are public and governed by the Brown Act. Healthcare Districts are governed by Health and Safety Code Section 32000.
